MINUTES CITY COUNCIL MARCH 22, 1994 and kept dry. Bituminous is only part of the structure. Shannon felt it necessary to address the water problem before resurfacing the road. Installing a new street mat now will result in the same problems showing up. Ken Wehrle, 848 Windrow, asked how the water problem could be addressed. Shannon pointed out that the Watershed is working on a project. Shannon stated that if the water level in the area is not lowered, then more subgrade work would be necessary to make the base more granular. The Engineer indicated that he is not proposing the installation of drain tile until the project is reconstructed. However, drain tile alone will not solve the water problems. The Engineer stated that he agreed with most of Shannon's comments, however, pointed out that the road surfaces of Westwind and Windrow are showing significant stress. Unless something is done, these streets will break up quickly. Gail Grundhauser stated that Windrow Drive in front of her house is not showing stress. Shannon stated that Westwind is showing alligator cracking, but felt a sealcoat will hold the road in place. Shannon agreed that the road was showing signs of weakness, but was not failing. Shannon pointed out that the bituminous is not coming out. The City Enqineer felt the bituminous would be coming out this spring and next. Kelm felt the condition of both roads was the same and that both should be treated the same. Kelm stated that there are no big problems on Westwind Drive. The street is fairly solid and firm except for the area around the culvert. Kelm felt that the street did not need to be addressed for a few years. Dave Rondeau, 837 Windrow, asked for some City maintenance on the road. Rondeau stated that the City has not done anything to the street since 1986. Rondeau indicated that Windrow is in very good condition compared to some of the other roads in the 9
