MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />and kept dry. Bituminous is only part of the <br />structure. Shannon felt it necessary to address the <br />water problem before resurfacing the road. Installing <br />a new street mat now will result in the same problems <br />showing up. <br />Ken Wehrle, 848 Windrow, asked how the water problem <br />could be addressed. <br />Shannon pointed out that the Watershed is working on a <br />project. Shannon stated that if the water level in the <br />area is not lowered, then more subgrade work would be <br />necessary to make the base more granular. <br />The Engineer indicated that he is not proposing the <br />installation of drain tile until the project is <br />reconstructed. However, drain tile alone will not <br />solve the water problems. The Engineer stated that he <br />agreed with most of Shannon's comments, however, <br />pointed out that the road surfaces of Westwind and <br />Windrow are showing significant stress. Unless <br />something is done, these streets will break up quickly. <br />Gail Grundhauser stated that Windrow Drive in front of <br />her house is not showing stress. <br />Shannon stated that Westwind is showing alligator <br />cracking, but felt a sealcoat will hold the road in <br />place. Shannon agreed that the road was showing signs <br />of weakness, but was not failing. Shannon pointed out <br />that the bituminous is not coming out. <br />The City Enqineer felt the bituminous would be coming <br />out this spring and next. <br />Kelm felt the condition of both roads was the same and <br />that both should be treated the same. Kelm stated that <br />there are no big problems on Westwind Drive. The <br />street is fairly solid and firm except for the area <br />around the culvert. Kelm felt that the street did not <br />need to be addressed for a few years. <br />Dave Rondeau, 837 Windrow, asked for some City <br />maintenance on the road. Rondeau stated that the City <br />has not done anything to the street since 1986. <br />Rondeau indicated that Windrow is in very good <br />condition compared to some of the other roads in the <br />9 <br />
