MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />Avenues. Demont reported that the run-off coming from <br />these areas washes out his backyard almost yearly. <br />Demont did not believe storm sewer would help his <br />property unless the street is lowered by 12 inches. <br />Demont indicated that he would like to see a walking <br />path on Lakeshore/Old County Road C/Jackson. There is <br />a lot of pedestrian traffic on these roads and traffic <br />speeds and bus traffic make the situation unsafe. <br />Scalze replied that the City did look at traffic counts <br />in the area, squaring off the intersections mentioned, <br />and installing stop signs. Scalze reported that the <br />City Engineer has indicated that stop signs will <br />increase noise and pollution in the area due to <br />vehicles having to stop and start up again. <br />Demont stated that he would rather see pollution <br />increase if traffic accidents would decrease. <br />Morelan asked the property owners feelings about a <br />sidewalk improvement on the south side of Lake Street <br />from Jackson Street to the City park. <br />The three property owners affected by that improvement <br />indicated that they were opposed. Those property <br />owners reported that traffic levels on Lake Street are <br />very low and there was no safety problem in pedestrians <br />walking along the side of the street to get to the <br />park. <br />Paul Martin, Lakeshore resident, asked if the City has <br />looked at where the traffic on Lakeshore/Old County <br />Road C/Jackson Street is coming from. Martin felt that <br />traffic from the residents along these streets was very <br />limited and that the apartments to the south were the <br />source of the large traffic volumes. Martin felt that <br />the apartments should participate in the cost of <br />improving Lakeshore/Old County Road C/Jackson Street. <br />Linda Foster felt that a stop sign should be installed <br />on one of the curves in the Lakeshore/Old County Road <br />C/Jackson Street area. Foster reported that the speeds <br />on these streets were incredible and felt a stop sign <br />would slow vehicles down. <br />Hanson pointed out that the Lake Street improvement <br />20 <br />
