MINUTES <br />CITY COUNCIL <br />MARCH 22, 1994 <br />strengthen the road, again pointing out that the poor <br />base and wet soil conditions will still be there. <br />Correcting the subsurface will take a lot more than <br />what is being proposed here. <br />Shannon stated that regardless of how projects are paid <br />for, the City must manage its roads and preserve them <br />for as long as it can before it gives up on them. <br />Shannon pointed out that the City Engineer has <br />indicated that in five years the road condition will be <br />much worst. Shannon felt the only thing that will be <br />worse is the bituminous surface since the base will <br />remain the same. Shannon stated that if bituminous <br />needs to be replaced in five years, there will still be <br />water problems, and the property owners have gotten <br />five more years out of their street. Shannon indicated <br />that Windrow Drive is an extremely acceptable roadway. <br />Shannon reported that the City has not done any <br />patching on Windrow and no maintenance on that road. <br />Shannon reported that at the State level the life of <br />roadways must be prolonqed as much as possible before <br />large capital expenditures are made. <br />Shannon stated that it made no difference if the cost <br />of the project were assessed or paid through general <br />taxation, the residents of the City all pay in the end. <br />Shannon urged the City to manage and maintain its <br />roadways so that the City and taxpayers do not have to <br />make big investments before necessary. <br />Hanson pointed out that the soil conditions under <br />Windrow and Westwind are better on the east than closer <br />to Arcade Street on the west. Hanson asked if Shannon <br />would advocate a heavier maintenance program for the <br />streets until the ponding and drainage in the area is <br />addressed. Hanson pointed out that the water table has <br />always been high in this area. <br />Shannon agreed that the streets were better on the east <br />end since the soils are sandier. Shannon stated that <br />that tells him that the problem is from the water below <br />and the saturated base, not with the pavement. <br />Therefore, drainage should be addressed and when the <br />road is redone, drain tile installed on the west end. <br />Shannon indicated that the subgrade needs to be drained <br />8 <br />
