MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br /> The Administrator reported that he would provide the <br /> cost information requested at the next Council meeting. <br />IMPROVEFIENT The City Administrator reported that staff has had <br />OF WESTWIND/ some more discussion on the proposed improvement of <br />WINDROW Westwind and Windrow Drives. The Administrator <br />DRIVES reported that he has had further discussion with Keith <br /> Shannon on the issue as well. Based on that discussion <br /> and the cost estimates put together by the City <br /> Engineer, it appears that a patch and sealcoat option <br /> would be the most cost-effective at this time in view <br /> of the long-term drainage issues which need to be <br /> resolved. The Administrator reported that in meeting <br /> with the Watershed today, it is apparent that the <br /> Watershed is looking at a much bigger improvement to <br /> the area and there are no immediate solutions at this <br /> time. An overlay of the streets would have been a good <br /> investment if it were possible to correct the drainage <br /> problems at the same time. <br />The Administrator reported that last evening there were <br />comments made by the residents of Westwind and Windrow <br />that water does not stand on the street. The <br />Administrator showed pictures taken of both streets <br />today showing standing water. <br />The Administrator reported that Shannon indicated that <br />only a sealcoat may be necessary at this time. <br />However, the City will watch the street over the next <br />couple of weeks as the frost comes out of the ground to <br />determine if the maintenance work should include <br />patching in addition to sealcoating. The Administrator <br />reported that patching and sealcoatinq is a City <br />maintenance item. The Engineer has estimated it would <br />cost $30,000 to patch and sealcoat both streets, <br />however, the City Administrator felt that estimate was <br />high. <br />Scalze asked the difference between a tar and sand and <br />a sealcoat. <br />The Administrator replied that they are essentially the <br />same with the difference being the material used as a <br />sealer. A tar and sand involves just that, while the <br />sealcoat we do involves tar and sealing with granite <br />chips. Obviously, granite chips provide a better wear <br />surface for a street than a sand seal would. <br />10 <br />
