MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />STREET The City Administrator reported that he did not <br />ASSESSMENT prepare a revised Street Assessment Policy for the <br />POLICY Council at this time since there are still a couple of <br />issues that need to be resolved. Once those issues are <br />addressed, revised policies will be submitted to the <br />Council. <br />LIQUOR The City Administrator presented information to the <br />LICENSE Council on the City's current liquor license fees, and <br />FEES asked if the Council felt any increases were warranted. <br />Hanson suggested that in many instances the City's <br />liquor license fees are at the maximum, and questioned <br />the amount of additional revenue the City would realize <br />in increasing the fees. <br />Scalze asked if the purpose of the liquor license fee <br />was to be a user fee or a revenue-generating fee. <br />Morelan felt that liquor license fees were revenue <br />generating. Morelan asked the City's costs associated <br />in issuing liquor licenses. <br />It was pointed out that the last time the City <br />increased its liquor license fees was in 1981. <br />Pedersen pointed out that applying the rate of <br />inflation over the past 13 years would increase those <br />fees substantially. <br />The Administrator reported that at one time a liquor <br />license was considered to be a very valuable asset, <br />however, with the changes in liquor laws, that is no <br />longer the case. The Administrator reported that staff <br />can put together some information on City costs <br />involved in liquor licensing, including staff time and <br />Sheriff's Department time. <br />LaValle pointed out that the City's liquor businesses <br />are struggling and that both insurance and product <br />costs have increased for these businesses. <br />Scalze stated that she would like to see the City's <br />costs associated with liquor licensing. <br />Morelan pointed out that liquor businesses in the City <br />also pay the property taxes at the commercial rate. <br />9 <br />
