MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />The City Administrator reported that the smart van <br />should be in and ready to be used shortly. The <br />Administrator suggested that once the stop sign is <br />installed, the smart van can be used to monitor the <br />situation to see if the stop signs are helpinq. <br />LaValle requested that Public Works notify the <br />Sheriff's Department when the stop signs are up and ask <br />them to do some enforcement during the A.M. and P.M. <br />peak hours. <br />The Administrator asked if the Council had any other <br />direction to staff or information it would like to <br />review in order to evaluate the Lakeshore/Old County <br />Road C/Jackson project. The Administrator pointed out <br />that the issue of curb and gutter as part of this <br />project was undecided last evening. The Administrator <br />felt that curb and gutter made sense since it protected <br />the edge of the road, directed storm water run-off, and <br />improved the aesthetics of the area. The Administrator <br />felt that curb and gutter would help the traffic <br />situation since it would provide an edge to the <br />roadway. Currently traffic can drive off the pavement <br />in going around the curves. Curb and gutter will <br />provide a barrier, thus slowing traffic down. The <br />Administrator suggested that he do some research on <br />curb and gutter and report back to the Council on this <br />issue. <br />LaValle stated that he would like to see additional <br />information on curb and gutter before he makes a <br />decision on whether or not it is needed as part of this <br />improvement. LaValle acknowledged that curb and gutter <br />is a part of the City's requirements for an urban <br />section street, but suggested that each improvement <br />needs to be considered individually. <br />Hanson suggested that staff also put together some <br />information on the cost of a street light at Demont and <br />Rice Street. <br />Scalze asked why Lakeshore/Old County Road C/Jackson <br />Street was a City street. Scalze pointed out that it <br />is a major collector providing access to the freeway. <br />Pedersen pointed out that every major road has concrete <br />curb and gutter.
