MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />had to be high enough to provide long-term benefits. <br />Scalze felt the main concern of the property owners in <br />the area was the apartment traffic and their feeling <br />that the these residents were not paying their fair <br />share. <br />Pedersen pointed out that the assessment proposed is <br />for a typical residential street section. <br />Scalze replied that the property owners along the <br />street feel that the apartment traffic is causing their <br />road to wear out faster. This volume results in more <br />traffic problems than on a typical residential street. <br />Morelan pointed out that the City does not assess storm <br />sewer projects, and pointed out that the curb and <br />gutter is an extension of the storm sewer. Morelan <br />suggested that perhaps the City take this position and <br />pay for the curb and gutter portion of the improvement. <br />Morelan felt that at a minimum the curb and gutter <br />should be assessed on the same basis as the street <br />improvement. <br />Scalze stated that the property owners felt that <br />because of the heavy traffic they must put up with, <br />they should not pay for the curb and gutter portion of <br />the improvement. Scalze suggested that this might be <br />the solution. If the City wants ourb and gutter <br />because of storm water concerns or traffic concerns, <br />perhaps the City should pay for it. <br />Morelan stated that if for no other reason curb and <br />gutter does have a City-wide benefit because of the <br />aesthetics. <br />Pedersen pointed out that whatever decision is made on <br />the curb and gutter, it must be applied universally <br />throughout the City. <br />Scalze felt this situation might be unique due to the <br />traffic from the apartments, and did not believe she <br />would support the City paying for curb and gutter as <br />part of other improvements. Scalze pointed out that <br />the City did not pay for curb and gutter on Vanderbie <br />and Allen Avenue or on LaBore Road. Scalze felt there <br />would have to be a reason for the City to pay for it. <br />15 <br />
