MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />Scalze pointed out that Lakeshore/Old County Road <br />C/Jackson Street is a major collector street which is <br />not designated as State Aid. <br />Morelan pointed out that the assessment proposed is for <br />a residential street, and no higher than what property <br />owners would pay for a standard residential street. <br />Morelan agreed that whatever decision is made on curb <br />and qutter would have to be applied uniformly <br />throuqhout the City. <br />The Administrator pointed out that the assessment for <br />this improvement is estimated at $49 per front foot, <br />while Vanderbie/Allen and LaBore Road were assessed in <br />the range of $42 per front foot. <br />Scalze pointed out that LaBore Road was an MSA project <br />and that the City picked up a lot of the costs for the <br />Vanderbie/Allen project because of poor soil conditions <br />in the area. <br />Pedersen indicated that those property owners paid for <br />a standard 8"/3" section roadway, the same as is being <br />proposed for Lakeshore/Old County Road C/Jackson. <br />Scalze replied that the traffic counts in these areas <br />are very different. <br />The Administrator felt that there was a difference in <br />the assessment rate between the two areas due to the <br />corners involved in the Lakeshore/Old County Road <br />C/Jackson project. Those corners result in a loss in <br />assessable footage. The Administrator suggested that <br />the matter be scheduled for further review at the <br />Council's April 13th meeting. <br />Morelan reported that he thouqht about how the <br />assessment policy deals with corner lots, and suggested <br />that assessing the long side of a lot pushes the <br />benefits received test. Therefore, Morelan suggested <br />that the short side of the lot be assessed at 100% and <br />the long side at 20%. <br />COUNTY ROAD Council reviewed the recommendation of the Public <br />B-2 PARKING Works Superintendent regarding the posting of County <br />Road B-2 as no parking.
