MINUTES <br />CITY COUNCIL <br />MARCH 23, 1994 <br />GAMBLING EXPENDITURE GUIDELINES AS PRESENTED BY THE <br />CITY ADMINISTRATOR UNTIL THE APRIL 13, 1994 COUNCIL <br />MEETING <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />COMM[JNITY The City Administrator pointed out the quotes received <br />SURVEY from Decision Resources as well as Anderson Niebuhr & <br />Associates for a community survey. It appears that the <br />quote from Decision Resources is lower for what seems <br />to be the same work. The Administrator asked for <br />direction from the Council as to how to proceed from <br />here. <br />Scalze pointed out that in reviewing her notes from the <br />goal setting session last fall, the City decided to use <br />focus groups in the community survey process. <br />The Administrator reported that he assumed that the <br />focus groups would happen, but that the firm hired to <br />conduct the survey would be involved in the process <br />with the focus groups. <br />Morelan stated that he was impressed with Anderson <br />Niebuhr, but was not sure the additional cost they <br />quoted could be justified. <br />The Administrator reported that Decision Resources had <br />quoted $7,500 to do a community survey with an <br />additional $2,500 to include a business component. The <br />City had budgeted $10,000 for the survey. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-3-76 - INSTRUCTING THE CITY <br />ADMINISTRATOR TO CONTACT DECISION RESOURCES AND REQUEST <br />THAT THEY PUT TOGETHER A FINAL SCOPE OF SERVICES FOR <br />CONDUCTING A COMMUNITY SURVEY AS WELL AS A FINAL COST <br />PROPOSAL <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Hanson, Pedersen, LaValle. <br />Nays (O). Resolution declared adopted. <br />7 <br />
