MINUTES CITY COUNCIL APRIL 13, 1994 The City Administrator reported that he would be happy to explain the reasoning for leaving the pension benefit level at $2,050 to the Fire Department membership. Hanson pointed out that in considering an increase, the City must look at all factors, that is, State Aid, investment earnings, City contribution, as well as pending retirements which will reduce the principle on which investment earnings are based. Hanson pointed out that this matter can be reviewed again at budget time. Morelan indicated that the matter would have to be considered before August, when the Schedules I and II are completed. The Administrator replied that Schedules I and II can be rerun after August. STREET The City Administrator recommended that further ASSESSMENT refinement of the Street Assessment Policy be done POLICY after the City receives the information on the Becker appraisal. The Administrator pointed out that the City knows that it cannot assess more than benefits received. For the improvement hearings, the City likes to give a estimated cost of an improvement so that the affected property owners have a good idea how much the project would cost. However, our estimates usually run high which creates problems in terms of landowners comfort with the proposed rate. The Administrator felt that the Becker appraisal information will be very helpful to the Council in setting a maximum assessment rate for road improvements. LAKESHORE/ Hanson acknowledged receipt of a petition from OLD COUNTY property owners along Lakeshore/Old County Road C/ ROAD C/ Jackson Street in opposition to curb and gutter as JACKSON part of the improvement of their streets, as well as IMPROVEMENT requestinq that the improvement include either an overlay or a grind and overlay at a cost not to exceed $15 per front foot.
