MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />The City Administrator reported that he would be happy to <br />explain the reasoning for leaving the pension benefit <br />level at $2,050 to the Fire Department membership. <br />Hanson pointed out that in considering an increase, the <br />City must look at all factors, that is, State Aid, <br />investment earnings, City contribution, as well as <br />pending retirements which will reduce the principle on <br />which investment earnings are based. Hanson pointed out <br />that this matter can be reviewed again at budget time. <br />Morelan indicated that the matter would have to be <br />considered before August, when the Schedules I and II are <br />completed. <br />The Administrator replied that Schedules I and II can be <br />rerun after August. <br />STREET The City Administrator recommended that further <br />ASSESSMENT refinement of the Street Assessment Policy be done <br />POLICY after the City receives the information on the Becker <br />appraisal. The Administrator pointed out that the City <br />knows that it cannot assess more than benefits received. <br />For the improvement hearings, the City likes to give a <br />estimated cost of an improvement so that the affected <br />property owners have a good idea how much the project <br />would cost. However, our estimates usually run high <br />which creates problems in terms of landowners comfort <br />with the proposed rate. The Administrator felt that the <br />Becker appraisal information will be very helpful to the <br />Council in setting a maximum assessment rate for road <br />improvements. <br />LAKESHORE/ Hanson acknowledged receipt of a petition from <br />OLD COUNTY property owners along Lakeshore/Old County Road C/ <br />ROAD C/ Jackson Street in opposition to curb and gutter as <br />JACKSON part of the improvement of their streets, as well as <br />IMPROVEMENT requestinq that the improvement include either an overlay <br />or a grind and overlay at a cost not to exceed $15 per <br />front foot. <br />Mrs. Scalze introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 94-4-92 - ACCEPTING THE PETITION FROM <br />13 <br />
