MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />PROPERTY OWNERS ON LAKESHORE/OLD COUNTY ROAD C/JACKSON <br />STREET OPPOSING CURB AND GUTTER AS PART OF THE <br />IMPROVEMENT OF THEIR STREETS, AND REQUESTING THE <br />IMPROVEMENT CONSIST OF OVERLAY OR GRIND AND OVERLAY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Morelan, Pedersen. <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted the information in the <br />additions to the agenda supporting curb and gutter as <br />part of road improvement projects. The Administrator <br />reviewed his memo dated April 8, 1994 which outlines <br />information requested by the Council at the improvement <br />hearing for this project. The Administrator reported <br />that according to the County, the cost of a stop light at <br />Demont and Rice Streets would run between $80,000 and <br />$85,000. The City would be responsible for one-third of <br />the cost. The Administrator reported that the County <br />questioned the impact that the traffic light would have <br />on Jackson/Old County Road C/Lakeshore, as well as Little <br />Canada Road. Dan Soler of the County indicated that trip <br />routes are generally determined based on time and <br />distance, and doubted that these factors would be <br />impacted by placement of this stop light. <br />The Administrator reported that the Sheriff's Department <br />has had the smart van on Jackson Street for a couple of <br />days, and the information gathered by the van was <br />reported at the Council's workshop meeting with the <br />Sheriff's Department which immediately preceded this <br />meeting. <br />Finally, the Administrator reported that stop signs have <br />been ordered for Jackson and Lake Street, and are <br />expected to be installed within a week. <br />The Administrator informed the Council that it is staff's <br />recommendation that the full-depth reclamation project <br />with concrete curb and gutter for Jackson/Old County Road <br />C/Lakeshore be ordered. There is break-up of the street <br />as well as standing water. The improvement as proposed <br />will result in a long-life street and will give the City <br />and residents the best value for their money. The <br />Administrator indicated that he would expect that when <br />bids are received for the improvement, the costs will be <br />lower than estimated. The Becker appraisal information <br />will also help the Council to establish an assessment <br />14 <br />
