This pending information, however, does not change the fact that the project is needed and will result in a long-life improvement. Morelan asked if there were any costs associated with a traffic study to determine whether a stop light is necessary at Demont and Rice Streets. The City Administrator did not believe there would be any cost for the study, and reported that the City would need to make a formal request to the County for this study. Morelan disagreed with the comments of Dan Soler that a stop light would not impact the traffic situation on Lakeshore/Old County Road C/Jackson. Therefore, Morelan would like a traffic study done. Morelan felt that if nothinq else, the stop light would increase safety. The Administrator pointed out that the City has received requests for a stop light at South Owasso Blvd. and Rice Street, and recommended that a traffic study be requested for this light as well. Scalze indicated that she supported ordering traffic studies, but felt that the traffic to 35E was a separate issue from the road improvement issue. Scalze felt that as part of the study the County should be asked to report on the affect the stop light at Demont and Rice Street would have on trip destinations to both 35E and Highway 36. Mr. LaValle introduced the following resolution and moved its adoption: RESOLUTION NO. 94-4-93 - REQUESTING RAMSEY COUNTY TO CONDUCT TRAFFIC STUDIES OF THE DEMONT AND RICE STREET INTERSECTION AS WELL AS THE SOUTH OWASSO BLVD. AND RICE STREET INTERSECTION TO DETERMINE IF STOP LIGHTS WOULD BE FEASIBLE AT EACH OF THESE INTERSECTIONS, AND REQUESTING THAT THE COUNTY COMMENT ON THE EFFECT A STOP LIGHT AT DEMONT AND RICE STREET WILL HAVE ON TRIP DESTINATIONS TO HIGHWAY 36 AND 35E The foregoing resolution was duly seconded by Morelan. Ayes (5) LaValle, Morelan, Hanson, Pedersen, Scalze. Nays (0). Resolution declared adopted. 15
