MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />With regard to the improvement of Lakeshore/Old County <br />Road C/Jackson Street, Morelan indicated that he sees the <br />necessity for curb and gutter as part of the improvement. <br />Morelan acknowledged the petition from the property <br />owners against curb and gutter, but felt that from an <br />engineering standpoint, curb and gutter made sense. <br />Morelan pointed out that the City would be putting a lot <br />of money into the project, and both the City and <br />homeowners need to protect this investment. Morelan did <br />not believe that run-off into the lake from the curb and <br />gutter would have a negative impact on the lake. Other <br />than the cost, Morelan stated that he saw no reason for <br />not putting in curb and gutter, and felt that the City <br />needed to do what was right in the long run. <br />Scalze stated that if curb and gutter was a good idea, <br />then she believed the City should pay for it for this <br />project. Scalze indicated that if part of the reason for <br />curb and gutter was to slow down traffic, than the City <br />should pick up the cost since this residential <br />neiqhborhood has the burden of the heavy traffic from the <br />apartments going to the freeway. <br />Pedersen pointed out that the residents would be paying <br />no more than any other residential neighborhood for a <br />typical residential street improvement. Therefore, why <br />should the City pay for curb and gutter for Jackson/Old <br />County Road C/Lakeshore, when it would not pay for curb <br />and gutter for the Lake Street residents. <br />Scalze replied that the Lake Street residents do not have <br />the traffic volumes to put up with that Jackson/Old <br />County Road C/Lakeshore residents do. Scalze also <br />pointed out that in the instance of Jackson/Old County <br />Road C/Lakeshore, the City is using curb and gutter as a <br />barrier to slow traffic speeds. <br />Pedersen indicated that that was only one of the many <br />reasons for installing curb and gutter on Jackson/Old <br />County Road C/Lakeshore. <br />Scalze again stated that she felt these residents should <br />not be assessed for the cost of curb and gutter if part <br />of the reason it is being installed is to slow excessive <br />traffic speeds. Scalze again pointed out that these <br />residents have to put up with heavy traffic from the <br />apartments in route to the freeway. <br />16 <br />
