MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />Morelan suggested that property owners be assessed an <br />amount equal to the benefit of the improvement to their <br />property, and the City not get too hung up on how the <br />components of the project are allocated. <br />Hanson agreed that perhaps curb and gutter should not be <br />assessed at 100% to the property owners. <br />The Administrator pointed out that City policy currently <br />is to assess 85% of the cost of the road improvement, and <br />100% of the cost of curb and gutter to the benefitting <br />property owners. The issue, however, is that the City <br />cannot assess more than the benefits received. <br />Scalze pointed out that LaBore Road was assessed at a <br />rate of $43 per front foot, and the estimate is to assess <br />Lakeshore/Old County Road C/Jackson at $49 per front <br />foot. Scalze noted that MSA funds were used to write <br />down the cost of the LaBore Road assessment since this <br />street carries heavy traffic. <br />The Administrator replied that the City's policy is to <br />assess the cost of an 8"/3" section to property owners. <br />LaBore Road had to be constructed to heavier standards <br />due to the traffic volumes, and State Aid funds were used <br />to write down the City's cost of the improvement. The <br />property owners were assessed only the cost of the <br />typical residential road section. <br />Pedersen felt that if the City changes the policy on curb <br />and gutter, that policy should apply to all projects and <br />be consistent through-out. <br />The Administrator felt that the Becker appraisal <br />information would help to fine-tune the street assessment <br />policy. Rather than assessing a percentage of project <br />costs, this information will help to set a maximum <br />assessment rate that would meet the benefits-received <br />test. <br />Aarold Feickert, Jackson Street resident, asked if the <br />City would be putting in curb and gutter adjacent to City <br />property. <br />The Administrator replied in the affirmative. <br />Feickert pointed out that Lakeshore takes run-off from <br />Australian and Bluwood, and suggested that curb and <br />17 <br />
