Feickert pointed <br />out that without curb and gutter, run-off is being <br />filtered before it gets into the lake. Feickert also <br />believed that the installation of a stop sign at Jackson <br />and Lake Streets will change traffic patterns in the <br />area. Feickert pointed out that the total proposed <br />assessment for his property is $6,000. Feickert did not <br />believe that his property value would increase by that <br />amount due to the improvement. <br />Feickert reported that when the smart van was on Jackson <br />Street, drivers saw the van and reduced their speeds <br />dramatically, or turned around and went the other way. <br />Feickert reported that traffic speeds in the area are a <br />problem, and felt the stop sign will slow traffic. <br />Feickert felt that Little Canada was a unique community, <br />and that the Council must consider each circumstance on <br />its individual merit. <br />Frank Frison, 146 East Old County Road C, reported that <br />in taking the petition around, there were only two or <br />three property owners in favor of curb and gutter. <br />Frison also pointed out that there is existing curbing <br />along the Tom Thumb property and asked if this curbing <br />would be removed and replaced with concrete curb and <br />gutter. <br />Frison reported that he discussed this project with the <br />property owners in the area, and most feel either an <br />overlay or a grind and overlay would be acceptable. The <br />vast majority oppose curb and gutter. <br />Frison reported that the Lakeshore/Old County Road <br />C/Jackson Street area has become a thoroughfare for <br />drivers on their way to and from the freeway. <br />Frison reported that the majority of the property owners <br />did not attend tonight's meeting, but wanted their <br />signatures on the petition to speak for them. <br />Scalze asked if Frison disagreed with the City Engineer <br />that a full-depth street reclamation project was needed. <br />Frison reported that he spoke with a friend who is an <br />engineer, who indicated that the City Engineer's proposal <br />was elaborate. Frison reported that the road was lowered <br />12 or 14 years ago, and the street only began to break up <br />18 <br />
