The break-up is occurring in the center of <br />the street and not along the edges. <br />LaValle suggested that action on the improvement be <br />tabled until the Becker appraisal information is <br />presented. <br />The City Administrator pointed out that once a project is <br />ordered, plans and specs have to be prepared and the <br />project put out for bid. This would take between 6 and 8 <br />weeks. If the project is not ordered until June, <br />construction could not begin until August. The <br />Administrator felt that the issue was whether or not the <br />project was needed. The Administrator pointed out that <br />assessment issues would be resolved at an assessment <br />hearing, and the City Council has already indicated that <br />they would be reasonable in assessing the project. The <br />cost assessed could not exceed benefits received. The <br />Administrator indicated that assessment issues do not <br />change the need for the improvement. <br />Morelan agreed that the City would not assess more than <br />benefits received. While the Becker information will be <br />helpful, it will not change the scope of the project. <br />Morelan pointed out that the matter is already behind the <br />City Engineer's timeline, and if the project is going to <br />proceed, it should be ordered now. <br />The City Administrator reported that an assessment <br />hearing would be held sometime in September, at which <br />time final costs would be available, and an assessment <br />rate established. <br />Mr. Morelan introduced the following resolution and moved <br />its adoption: <br />RESOLUTION N0. 94-4-94 - ORDERING IMPROVEMENT N0. 93-11, <br />LAKESHORE/OLD COUNTY ROAD C/JACKSON STREET, ALTERNATE NO. <br />2 AS PROPOSED BY THE CITY ENGINEER FOR FULL-DEPTH STREET <br />RECLAMATION AND CONCRETE CURB AND GUTTER, AND INSTRUCTING <br />THE CITY ENGINEER TO PREPARE PLANS AND SPECIFICATIONS, <br />WITH THE INDICATION BY THE COUNCIL THAT THE COST OF THE <br />IMPROVEMENT ASSESSED AGAINST BENEFITTING PROPERTY OWNERS <br />WILL NOT EXCEED BENEFITS RECEIVED <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (4) Morelan, Pedersen, Hanson, LaValle. <br />Nays (1) Scalze.
