MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />The City Administrator indicated that the $49 per front <br />foot estimated assessment rate is high, and hopefully, <br />bids will be under estimate and the street assessment <br />policy will be modified. The Administrator reported that <br />it is the Council's intention to handle the assessment of <br />this project in a reasonable manner. <br />Feickert agai» pointed out the $6,000 proposed assessment <br />for his property, which includes an assessment for <br />Jackson Street as well as Lake Street. <br />The Administrator replied that the benefits received test <br />would have to be met. <br />Feickert pointed out that the street was redone 17 years <br />ago and was concerned about the wear and tear on the road <br />from the apartment traffic. Feickert reported that just <br />yesterday there were delivery trucks to the apartment <br />buildings that exceeded the posted weight limitations. <br />The Administrator reported that the full-depth <br />reclamation will provide more street strength. A grind <br />and overlay will not do this and existing surface <br />problems will reflect through in a year or two. The <br />Administrator pointed out that the County has been very <br />successful with its full-depth reclamation projects. The <br />project will provide a good value for the money and will <br />result in a good improvement. <br />Feickert pointed out that the County does not install <br />concrete curb and gutter as part of their projects. <br />Feickert asked why there were two different standards. <br />The Administrator did not believe the asphalt curbing the <br />County installs in some areas provides a good value. The <br />City now has the option of adding concrete curb and <br />gutter as part of the County's projects, as long as the <br />City pays for the curbing. If the City had known about <br />this option when Little Canada Road was redone, it would <br />probably have ordered it. <br />Feickert hoped that if bids for the Lakeshore/Old County <br />Road C/Jackson project some in over the assessment <br />estimate of $49 per foot, the City would reject those <br />bids. <br />Morelan did not believe the City would assess the project <br />at $49 per foot, and pointed out that the assessment <br />20 <br />
