MINUTES <br />CITY COUNCIL <br />APRIL 13~ 1994 <br />policy will be reviewed and fine-tuned prior to the <br />assessment hearing. <br />Frison reported that the people he talked with feel the <br />project as proposed was too plush. Frison felt the road <br />needed some fixing, and that an overlay would take care <br />of the problem. <br />Morelan replied that the project is not plush, but a good <br />long-term solution. Morelan pointed out that the City is <br />putting substantial dollars into the improvement as well, <br />and must look at what is best for the residents abutting <br />the street as well as the rest of the taxpayers in the <br />City. Curb and gutter will protect the roadway and the <br />City's and property owners~ investments. <br />Feickert pointed out that the property owners are being <br />asked to pay for funneling run-off from the street. <br />Feickert did not believe the curb and gutter would last <br />on the south end of his property once snow is being <br />plowed. <br />A resident of East Rose Place asked if the project would <br />include a pedestrian/bike path for children. <br />Morelan reported that there are discussions about a <br />detached path along Jackson Street adjacent to the <br />railroad tracks. <br />The resident pointed out that there are many children in <br />the area, and these children ride their bikes to Tom <br />Thumb. <br />Morelan reported that the City is workinq on a long-term <br />pedestrian plan for the City. <br />Scalze reported that the Park Master Plan shows a <br />proposed path on the drainage easement north of Jackson <br />Street over to Australian Avenue. <br />The resident felt a path was needed along Lakeshore and <br />Old C so children could get safely to the stores in the <br />area. <br />Pedersen pointed out that the pavement of Old County Road <br />C is currently 26 feet wide. The new road would be 32 <br />feet wide. <br />21 <br />
