MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />PURCI3ASE OF The Public Works Superintendent presented to the Council <br />ASPHALT cost comparisons for the City to continue to do its own <br />ROLLER street patching versus contracting out this work. The <br />Superintendent reported that the City did approximately <br />100 hours of patching in 1993 and put down 200 ton of <br />material. The work requires an asphalt roller, and the <br />City has the opportunity to purchase a used 2 ton, 5- <br />year-old roller to replace its 1 1/2 ton, 22-year-old <br />roller for $6,200 plus tax and trade-in. <br />Pedersen asked if the roller could be used for patching <br />work to be done on Westwind and Windrow Drives. <br />Morelan suggested that a contractor would be able to do <br />patching work in less time than the City since the <br />contractor would have more expertise. <br />The Superintendent replied that that would be possible, <br />but noted that the price quotes he received from <br />contractors do not include preparation work. The City <br />would still be expected to cut out the holes and have <br />them ready for patching. <br />Scalze asked if the $6,200 was within budget. <br />The Superintendent replied that it was below budget. <br />LaValle commented on the request to purchase additional <br />equipment, the employee time being devoted to work that <br />could be sublet, and the fact that the Superintendent has <br />indicated the difficulty in getting other work done in <br />the City. LaValle sugqested the need for more study into <br />these issues before he could support the equipment <br />purchase. <br />Scalze indicated that she could support the additional <br />study if the Superintendent were asking for an additional <br />employee. <br />The Superintendent stated that he is asking to replace a <br />22-year old piece of equipment <br />The Superintendent felt the equipment purchase was an <br />excellent opportunity to upgrade the City's equipment at <br />a good price. The equipment will be very serviceable not <br />only in patching, but park maintenance as well. There <br />are not a lot of hours on this roller. <br />25 <br />
