MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />would have to be obtained in order to tie into this main. <br />Other lots along the street are closer to LaBore Road, <br />and there may be enough grade to allow a sewer connection <br />to LaBore. <br />Scalze stated that she would like to review the action <br />that the Council took on the Buche property before <br />indicating whether or not she would support this request. <br />Pedersen stated that he would support the construction of <br />one or two homes on this unimproved road before the City <br />requires the improvement of the roadway. <br />Scalze suggested that perhaps the City should have a <br />policy regarding construction of homes on unimproved road <br />right-of-ways so that everyone in the City is treated <br />fairly. <br />Hanson agreed, and felt the policy should pertain to lots <br />of record. <br />Pedersen questioned how many similar situations the City <br />has. <br />Morelan indicated that he was not adamantly opposed, felt <br />the request was not unreasonable, and the proposal was <br />worth looking at. <br />Scalze felt the entire Council was willing to look at the <br />proposal, but it was difficult to say how one would vote <br />on it. <br />Dr. Keenan stated that they wanted to know if the concept <br />was conceivable. Then if utility costs are reasonable <br />and other details can be worked out, a variance request <br />would be submitted. <br />Morelan pointed out that property owners within 350 feet <br />of the property would be notified of the public hearing <br />on the variance request. Council would then take input <br />from the public as to their feelings on the variance <br />request. <br />Aanson indicated that it appears the Council is not <br />adamantly opposed to the concept. Hanson suggested the <br />Council look at the property, and more research done into <br />the cost of utilities. <br />7 <br />
