MINUTES <br />CITY COUNCIL <br />APRIL 13~ 1994 <br />rephrased to indicate that purchases of a recurring <br />nature would be allowed if they could be readily <br />eliminated if this source of funding no longer exists or <br />if priorities change. <br />Pedersen pointed out that the 10% Committee already <br />consists of 12 or 13 members. Pedersen was concerned <br />with adding 5 additional members to a committee that <br />size. <br />Scalze suggested that the charities could fill the spots <br />for citizens-at-large, or else City staff could be taken <br />off the committee and made advisory. <br />The Administrator felt that City staff should be present <br />at committee meetings. The Administrator indicated that <br />he was not concerned with taking away staff's vote since <br />he believed that the process would work much the same as <br />it did in the past. <br />Morelan agreed that to add the charities would make the <br />committee too large. <br />LaValle pointed out that the charities are donating the <br />10% money and would like input into where that money is <br />going. <br />Morelan suggested that to keep the size of the committee <br />down, the charities take the spots set aside for <br />citizens-at-large. <br />Scalze felt that City staff should be ex-officio. <br />Pedersen did not agree that the charities should be <br />assigned to the citizens-at-large category. <br />Scalze pointed out that the charities have indicated an <br />interest in being represented on the 10% committee, and <br />she felt they should be. The question is whether they <br />should fill the spots for citizens-at-large, or be <br />committee members since they are the donors of the 10% <br />money. Scalze again stated that other staff and <br />department heads should be ex-officio and not voting <br />members of the committee. <br />Pedersen pointed out that the charities are required to <br />donate 10% to the City, and questioned why they would be <br />represented on the 10% committee.
