MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />headed northbound between the hours of 9 A.M. and 1 P.M. <br />Minimum speeds were 20 mph, maximum 39 mph and averaqe <br />26.6 mph. 85% of the vehicles were traveling at a speed <br />of 31.8 mph. This is an increase of approximately 1 mile <br />per hour from when the visual display was turned on. <br />Shanley felt it was best to use the visual display so <br />that motorists can get an idea of how fast they are <br />traveling. <br />Shanley reported that the smart van was set up on Keller <br />Parkway at Lakeshore Drive for one day from 7 A.M. until <br />1 P.M. 327 cars traveled westbound during that time. <br />These vehicles traveled at a minimum speed of 20 mph, <br />maximum speed of 38 mph, and average speed of 26.6 mph. <br />85% of vehicles averaged 30 mph. The visual display was <br />turned on during that time period. <br />Shanley reported that these results indicate that there <br />is no real speed problem in either of these areas. <br />Shanley reported that he finds that people in a <br />residential area are judging speeds in relationship to <br />whether children are out, and not the actual speed. If <br />there are children out, 30 mph may be too fast, however, <br />that is the posted speed limit in these areas. <br />Scalze felt that vehicles were slowing down because the <br />smart van was out. Scalze felt that average speeds in <br />this area were higher. <br />Bergeron replied that this is the reason the smart van <br />was used on Jackson Street both with the visual display <br />on and with it off, to determine if there was a <br />difference in traffic speeds. Speeds were about 1 mile <br />per hour higher with the visual display off. <br />Morelan pointed out that the vehicles traveling on <br />Jackson Street both days the smart van was in operation <br />were probably the same vehicles. <br />Bergeron reported that the Sheriff's Department is <br />planning on backing up the smart van with enforcement. <br />Bergeron stated that the smar~ van is an excellent tool <br />and with enforcement, drivers will slow down. <br />Pedersen suggested that 7 A.M. drivers may be driving <br />differently than the 9 A.M. driver. <br />2 <br />
