MINUTES <br />CITY COUNCIL <br />APRIL 13, 1994 <br />Shanley replied that on the second day on Jackson, the <br />smart van was put into operation beginning at 7 A.M. For <br />reporting purposes between the two days, the same time <br />frame was compared. Shanley reported that vehicle speed <br />for the time period before 9 A.M. was relatively the <br />same. <br />Hanson asked how often Little Canada would be able to use <br />the smart van. <br />Bergeron reported that the Sheriff's Department plans to <br />move the van around so that drivers do not become <br />accustomed to it. The van will be backed up with <br />enforcement. It was estimated that Little Canada would <br />have use of the van approximately one day per week. <br />Bergeron reported that the contracting cities work <br />cooperatively together, and if there is a need for the <br />van more frequently on occasion, that could be worked <br />out. <br />ALTERNATIVE Bergeron presented information on the number of police <br />LEARNING calls to the Alternative Learning Program for the <br />PROGRAM months of March, 1993 and March, 1994. There were 11 <br />calls to ALP in March of 1993 and 5 in March of 1994. <br />Bergeron pointed out the decrease in calls and attributed <br />it to the meetings the City and Sheriff's Department has <br />had with ALP staff and the fact that ALP staff is now <br />completing many of their own incident reports. <br />Scalze asked when this issue will be revisited to see <br />where it is at. <br />Shanley reported on the on-going discussions the <br />Sheriff's Department is having with ALP staff. The <br />Sheriff's Department has established guidelines for the <br />staff in completing their own reports. Deputies will <br />review these reports and turn them over to investigators. <br />Deputies will continue to interview and transport <br />suspects when necessary. Shanley indicated that just <br />having ALP staff complete incident reports cuts the <br />deputies' time by 50%. It appears that after meeting <br />with ALP, the school is controlling the calls that are <br />made to the Sheriff~s Department and limiting those calls <br />to necessary times. <br />Hanson asked if there has been any attempt made to get <br />other counties cooperating in the cost of police <br />3 <br />
