MINUTES CITY COUNCIL APRIL 13, 1994 protection for this site since many of the students are residents of counties other than Ramsey. Shanley replied that the other counties are against any cost participation. Shanley reported that if an incident at ALP results in criminal charges, there is a venue hearing held in Ramsey County Juvenile Court. Ramsey County wants the right to retain the case if it desires. Pedersen asked if School District #916 was willing to pay the City to offset the cost of police protection to the ALP site. Scalze pointed out that even though the amount of time the Sheriff's Department must spend at ALP is down by 50%, the City may still be interested in recovering some of its costs to provide police protection to the site. The City Administrator suggested that the issue be put on hold until the end of the school year. At that time, there would be three months of data to compare. The Administrator also pointed out that the School District probably has a budget year of July 1st through June 30th, therefore, its budget for the 1994/95 school year may be locked. LaValle felt that the matter should be relooked at in June. Pedersen asked if ALP would hire additional staff to help address the situation, or reimburse the cost of police protection to their site. The Administrator replied that ALP had discussed reimbursing the City based on costs. Morelan pointed out that even though the City may get reimbursed, the time spent at ALP still takes an officer off the street. LaValle suggested that the reimbursement from ALP, and perhaps Montreal Courts, could be used to put additional staff on the streets. Morelan did not believe the situation would be a wash.
