MINUTES
CITY COUNCIL
APRIL 13, 1994
the part of the other governments involved.
The City Administrator estimated the cost of police
protection to ALP at $8,500 per year.
Morelan asked if the City had the ability to require
reimbursement.
The Administrator reported that the City Attorney felt
the City did not have this ability. However, the
Administrator did not believe ALP would have a problem
with reimbursing the City for reasonable police costs.
LaValle agreed, and reported that it was his feeling from
the meetings with ALP that they do not want to be a
problem and they do not want any adverse publicity.
The Administrator suggested that the issue be revisited
in June.
Morelan asked if there were any other options.
Bergeron pointed out that the Sheriff's Department is
developing an incident report that ALP staff can
complete. Shandley reported that unless interviews need
to be done or a transport made, the deputy does not need
to respond. It appears that ALP is making efforts to
only call the Sheriff's Department when it is really
needed. Those instances include when a physical
confrontation takes place and a student needs to be
removed from the school and taken to the juvenile
detention center, a foster home, or home.
Morelan asked if ALP could put on additional staff to
handle problem students.
LaValle replied that they already have staff that will
handle problem students, and have the facilities as well.
LaValle indicated that there is not much more a deputy
can do that the ALP staff can't. However, in the past
the ALP staff was not aware that they could handle their
own incident reporting. LaValle reported that ALP staff
has indicated that only about 6 of their 70 students are
problem students.
MONTREAL Bergeron reported that the Sheriff's Department's Crime
COURTS Prevention people have been meeting with residents and
5
