MINUTES <br />CITY COUNCIL <br />APRIL 27, 1994 <br />new trips, or 875 new trips per day. That is 235 <br />additional trips per day for SA versus a full-service <br />restaurant. Crary reported that it is not the additional <br />vehicle trips per day which are the issue, but rather the <br />additional left turns into the property. Crary reported <br />that his business is a courier operation, and he has <br />studied traffic issues. Crary indicated that he has <br />spent several hundred thousand dollars adding a second <br />access for his business on Country Drive because the <br />access is terrible on Little Canada Road due to the <br />existing traffic problems. Crary also indicated that <br />there have been traffic accidents at the intersection <br />even though Ramsey County Sheriff's Department indicated <br />there were not. One of his tenants who has been in the <br />building for over ten years reported that Little Canada <br />Road was changed from a two-lane street to four lanes and <br />the traffic signal added because of the terrible traffic <br />accidents which were occurring. <br />Crary was concerned that people trying to get through the <br />area would be using the Quicksilver driveway as a short <br />cut through the traffic. Crary pointed out that the <br />Little Canada Comprehensive Plan indicates that <br />neighborhood convenience centers should have convenient <br />accessibility and that future development should not <br />result in undue safety hazards. <br />Hanson pointed out that the Quicksilver business has <br />added traffic to the area. <br />Crary reported that he has 100 employees at the site, and <br />on payday, 200 drivers come in to pick up their checks. <br />He has provided 240 parking spaces at his site. Crary <br />reported that he located at this site approximately one <br />year ago. <br />Crary did not believe the City would see the Country <br />Drive TIF property develop if businesses were forced to <br />stagger working hours to avoid A.M. and P.M. peak hours. <br />Mueller, SA, noted traffic issues are being discussed <br />over and over again. Mueller pointed out the traffic <br />study which SEA prepared at the City's request and the <br />fact that the conclusions of that study parallel one <br />which SA had done, and what SA knew all along. Mueller <br />reported that SA understands the issues and realizes that <br />the store will not be used if it is not convenient to do <br />l0 <br />
