MINUTES <br />CITY COUNCIL <br />APRIL 27~ 1994 <br />customers from the freeway. <br />Hanson pointed out the Tax Increment Financing area along <br />Country Drive and that the purpose of designation of the <br />TIF area is to encourage development in the area. <br />Zender stated that it was not good living along Country <br />Drive. <br />Hanson pointed out that is why the property is zoned <br />commercial. <br />Zender replied that there is no commercial market for the <br />property. <br />Scalze noted that the school bus company in Ryan <br />Industrial Park and Frattalone Excavating have added a <br />lot of traffic to Country Drive. Scalze felt the point <br />about the type of traffic which has been added to the <br />area is a good one. <br />Hanson suggested that given the traffic congestion at <br />Little Canada Road and Country Drive, any future office <br />development may see businesses staggering working hours <br />to avoid the A.M. and P.M. peak hours. Hanson pointed <br />out that SA does not believe they will add to the A.M. <br />and P.M. peak traffic volumes. <br />Zender asked what the City will gain by allowing the SA <br />development. <br />Hanson felt that the expanded use of any retail <br />development at this particular corner will compound the <br />situation. Hanson pointed out that a 16 or 24 hour per <br />day restaurant will add to traffic volumes. <br />Mike Crary, Quicksilver, reported that he owns 2 1/2 <br />acres adjacent to the Grumpy's property. Crary pointed <br />out that it has been stated that traffic volumes on the <br />intersection are at about 90% capacity, and that traffic <br />volumes have been increasing at a rate of 5 to 10% every <br />two years. This would put the intersection at capacity <br />in the next year or two. Crary pointed out that the <br />traffic study finds that a full-service restaurant will <br />generate 800 vehicle trips per day, SO% of which will be <br />new trips, or 640 new trips. The study finds that SA <br />will generate 2,500 trips per day, 35% of which will be <br />9 <br />
