MINUTES <br />CITY COUNCIL <br />APRIL 27~ 1994 <br />convenience store. <br />Hanson again noted that the City does not limit the <br />number of convenience stores. <br />Scalze did not believe the issue was that cut and dried, <br />but pointed out that there is the human element involved. <br />Bob Hardman, SA, felt the traffic information presented <br />by 5EH was right on. Hardman reported that SA does a <br />full analysis of any site that it considers, and the SA <br />analysis projects 1,200 vehicles will use the SA site at <br />Little Canada Road/Country Drive per day, or 2,400 <br />vehicle trips per day. Hardman also pointed out that the <br />Planning Commission has recommended approval of the <br />proposal. Hardman reported that SA will not attract new <br />traffic to the site, but rather feeds off existing <br />traffic. The site is zoned commercial, and the SA <br />proposal will improve the appearance of the site. <br />Hardman did not believe the site was large enough for a <br />fast-food restaurant. Hardman also agreed that if access <br />to the site is not convenient, customers will not use SA. <br />SA anticipates that its business will be spread <br />throughout the day, and peak hours will not be a problem <br />since drivers will not use the site if access is not <br />easy. Hardman reported that SA has similar sites in the <br />area. The White Bear site does a tremendous A.M. <br />business, since that is when access is convenient. <br />Hardman reported that the business to an SA site is self- <br />governing, since that business comes when access is <br />oonvenient. Hardman reported that SA is asking to invest <br />in the community, develop a nice site with a good tax <br />base. The SA proposal is an improvement over what is <br />currently on the property. <br />Cory Kay, Little Canada resident, reported that she has <br />heard nothinq this evening that would indicate that the <br />SA development would improve her community. Kay stated <br />that she understands the free-enterprise system, but sees <br />problems with the SA proposal. The SA proposal will not <br />provide the community with anything more than it has now. <br />The City already has 24-hour per day convenience stores. <br />Kay disagreed that the site will not be used during the <br />P.M. peak hours. Kay pointed out that the corner is an <br />unusual one with an unusual stop sign. Kay again stated <br />that SA will not benefit her as a citizen of Little <br />Canada. <br />14 <br />
