MINUTES <br />CITY COUNCIL <br />APRIL 27, 1994 <br />Van Wormer again reported that the traffic study SEA <br />prepared indicates that SA will generate 2,500 vehicle <br />trips per day in and out, a full-service restaurant will <br />generate 800. Based on the comparison of new trips per <br />day, SA will qenerate approximately 235 new vehicle trips <br />per day to the intersection. Van Wormer again pointed <br />out that his estimate that the intersection was at 90% <br />capacity is only an estimate. Van Wormer stated that it <br />is not additional traffic that eats up capacity, but <br />rather the critical turning movements. <br />Aanson pointed out that the firm of SEH was hired to <br />conduct the traffic study of the area independent of SA <br />at the request of the Planning Commission. <br />Morelan asked what the impact will be on existing drives. <br />Van Wormer replied that they look at existing volumes of <br />traffic as well as the traffic signals at the <br />intersection. The SA proposal will add one car to the <br />area every two minutes. The signals are on a two minute <br />cycle. Every signal cycle a gap in traffic can be <br />anticipated, therefore, the additional traffic should be <br />able to use that gap for access in and out of the SA <br />site. <br />Morelan pointed out that it appears it is not so much the <br />number of cars at the intersection, but the added left <br />turns. <br />Van Wormer stated that turning traffic is just as <br />important as new traffic, since it is turns that affect <br />capacity. Van Wormer stated that if traffic cannot <br />easily access the site, it will go somewhere else. <br />Jeff Lucas, 100 Yorkton Ridge, agreed that there was a <br />lot of bus and truck traffic on Country Drive. Lucas <br />stated that he believed it utter stupidity to allow an SA <br />station on the intersection of Little Canada Road and <br />Country Drive. Lucas cited the existing traffic problems <br />in the area and his feeling that the intersection was a <br />chaotic one. Lucas reported that as a homeowner in the <br />area he opposed the SA proposal. Lucas reported that <br />Little Canada does not need SA, and the area was not <br />large enough to accommodate it. <br />One resident was concerned that the SA development would <br />15 <br />
