MINUTES <br />CITY COUNCIL <br />APRIL 27, 1994 <br />result in an increase in crime. <br />Scalze pointed out that there was an armed robbery of the <br />Sinclair Station in February of 1994. <br />There were no additional comments from the general public <br />present. <br />Upon motion by Scalze, seconded by Morelan, the public <br />hearing was closed. <br />Scalze pointed out that even though the Planning <br />Commission recommended approval of the 5A proposal, the <br />vote was a close one. Scalze pointed out that there are <br />already two service stations on the intersection of <br />Little Canada Road and 35E and she did not believe there <br />was need for a third. Scalze asked why one of the <br />existing stations should be put out-of-business, pointing <br />out that businesses in the City are struggling. Scalze <br />felt the Council must look at what is right for the <br />community as a whole. <br />Morelan stated that this decision is a difficult one. <br />Morelan pointed out that the restaurant use of the <br />property in question has changed hands many times over <br />the last several years, which tells him that a restaurant <br />will not survive at that location. Morelan stated that <br />he has looked at the property and tried to think of what <br />type of business will survive on that corner. It appears <br />that the lot was created for a gas station/convenience <br />store. There are already two gas stations in the area. <br />Morelan stated that he cannot answer the question of <br />whether or not a third one is needed. SA seems to think <br />that a third station is needed. Morelan stated that he <br />has also tried to look at what is best for the City in <br />the long term. Morelan pointed out that anyone traveling <br />through the intersection knows that traffic conditions <br />are congested, and Morelan felt that whatever can be done <br />to mitigate the traffic problems would be good planning. <br />Hanson pointed out that no matter what is developed on <br />the site, that development will add traffic to the area. <br />Grumpy's has been good for the area since it closes at 3 <br />P.M. each day and does not add to the P.M. peak traffic. <br />Hanson pointed out the TIF property along Country Drive <br />and the impact on traffic that the development will have. <br />Hanson stated that he was not in favor of denying the SA <br />16 <br />
