MINUTES <br />CITY COUNCIL <br />APRIL 27, 1994 <br />sidewalk. $18.94 per foot for a 6-foot concrete <br />sidewalk. <br />Scalze pointed out that other trails in the City are <br />bituminous. <br />The City Administrator suggested that in some areas it <br />would make sense to have concrete sidewalks rather than <br />bituminous, along County Road C, for example. The <br />Engineer is recommending bituminous for the Jackson <br />Street trail, however. <br />Pedersen asked which City trails are plowed during the <br />winter months, and asked if a 5 or 6 foot width would be <br />too narrow to plow. <br />The Administrator stated that it was his understanding <br />that trails are plowed during the winter if interest is <br />expressed for winter use. The Administrator suggested <br />that this issue could be addressed on the community <br />survey. <br />Scalze suggested that Public Works provide an opinion on <br />the best width for City trails. <br />Morelan asked why the City would consider bituminous. <br />The City Administrator replied that one issue is the cost <br />of concrete, riowever, over time concrete may stand up <br />better. Bituminous will melt off faster in the winter. <br />Morelan felt that the City should look at the long-term <br />and put in somethinq that will last. <br />Pedersen reported that the trail in the Thunder Bay area <br />is fairly new but already has significant cracking. <br />The Administrator felt that concrete was better when a <br />trail was adjacent to a street. In backyards, trail <br />appearance is not an issue. The Administrator suggested <br />that he ask the City Engineer to finalize his <br />recommendation for the materials to be used in <br />constructing the Jackson Street trail at the time plans <br />and specs are finalized for the Jackson/Old County Road <br />C/Lakeshore improvement. <br />Scalze felt the trail should be put in at the time the <br />28 <br />
