MINUTES <br />CITY COUNCIL <br />APRIL 27, 1994 <br />SuperAmerica will have on existing traffic, and also <br />review the site circulation of the proposed SuperAmerica. <br />Van Wormer reported that SEH primarily works for cities <br />as well as a few developers, and does a good deal of <br />traffic studies of this nature. <br />Van Wormer reported that they have determined that SA <br />will generate 2,500 vehicle trips per day. During the <br />A.M. peak, there will be 140 trips. That is 70 trips in <br />and 70 trips out of the SA site. During the P.M. peak <br />there will be 160 trips, 80 in and 80 out. A good deal <br />of this traffic will not be new traffic, but rather <br />traffic which is already traveling through the area. <br />This traffic to the SA site will be coming from a number <br />of different directions. Van Wormer reported that 65% of <br />the 2,500 trips will be from traffic already in or next <br />to the Little Canada Road/Country Drive intersection. <br />35% of the 2,500 trips will be new traffic. That is, <br />people coming from their homes or diverting from another <br />trip just to patronize SuperAmerica. Van Wormer pointed <br />out that even through 65% of the traffic is already <br />existing, the use of the SA site will require a turn in <br />and out of the site. <br />Van Wormer reported that during off-peak hours there will <br />be very little problem with traffic flow and turns into <br />and out of the SA site. Van Wormer explained the diagram <br />included as part of the SEH traffic study which shows the <br />amount of turns in and out of both access points proposed <br />for SA during A.M., P.M., and off-peak hours. Van Wormer <br />felt that traffic to the SA site will be spread primarily <br />from 6 A.M. until 11 P.M. without a concentration during <br />the A.M. and P.M. peaks. <br />Van Wormer pointed out that Grumpy's Restaurant has an 8- <br />hour operation. Van Wormer indicated that typically <br />restaurants have a 16 or 24 hour per day operation. The <br />study compared the SA proposal with a typical restaurant <br />operation. Van Wormer estimated that a restaurant would <br />generate 800 vehicle trips per day, or about 1/3 what a <br />SA would. More traffic would divert to a restaurant <br />rather than be picked up from the traffic already on the <br />street. About 25% of restaurant traffic would be <br />generated from drive-bys. Therefore, SA would generate <br />2,500 vehicle trips per day - 65% of which would come <br />from drive-by traffic. A restaurant would generate 800 <br />trips per day - 25% of which would come from drive-by <br />3 <br />
