MINUTES <br />CITY COUNCIL <br />MAY 11, 1994 <br />LEGISLATIVE Representatives Mindy Greiling and Marc Asch appeared <br />UPDATE before the Council to give a Legislative update. <br />Greiling began by saying that it is an honor to serve <br />Little Canada, and she is available to the City at any <br />time for any help she can offer. Greiling reported <br />that she serves on the local government committee, and <br />suggested that the Council keep this in mind if they <br />are looking for any assistance. <br />Asch reported that it is still early yet to know all of <br />the things that have been done by the Legislature this <br />session. Asch suggested that if there are any bills <br />that the City is particularly interested in, he and <br />Greiling would be happy to provide the City with full <br />information on these bills. <br />Asch reported that one bill of particular interest may <br />be House File 2028, the Data Practices Bill. This bill <br />contains substantial changes to the Open Meeting Law, <br />and Asch passed out information on this bill. Asch and <br />Greiling also provided information containing a city <br />aid run of the Local Government Aid formula after <br />passage of the tax bill. Asch again stated that if <br />there are additional bills that the City would be <br />interested in, he and Greiling would be happy to <br />provide the information. <br />Greiling reported that the Legislature did not apply <br />recent ethics legislation to local government <br />officials. Greiling also asked if the Council had any <br />feelings about Tax Increment Financing legislation, <br />pointing out that this is one area that they receive <br />comments on from local governments. Greiling reported <br />that the Legislature had been considering requiring <br />counties to sign off when TIF districts are being <br />planned, as well as placing a cap on TIF when its use <br />reaches a certain percentage of available revenues. <br />However, these two considerations did not make it <br />through conference committee. <br />Scalze pointed out that Little Canada got involved in <br />TIF late, therefore, it has not played a larqe roll in <br />the City. <br />Hanson thanked Representatives Greiling and Asch for <br />coming this evening. <br />3 <br />
