MINUTES
CITY COUNCIL
MAY 25, 1994
sidewalk. Waite also estimated that there are 10
children living along Lakeshore/Old County Road
C/Jackson Street.
Pedersen asked why a sidewalk in that location.
Morelan reported that the property owners on Old County
Road C, Lakeshore Avenue, and Bluwood all have to walk
along a busy street to access Tom Thumb.
Pedersen suqgested that a wider road might be the
answer, pointing out that it is easier to plow a wider
road and a keep pedestrian walkway along the road open
in the winter, than it is to shovel a sidewalk.
Pedersen asked if a 32 foot wide road was wide enough
to accommodate pedestrian traffic.
The Administrator pointed out that LaBOre Road is 32
feet wide and could be a good comparison for what
Lakeshore/Old C/Jackson will look like.
Pedersen stated that LaBore Road felt safe as did
Edgerton Street. Pedersen pointed out that Little
Canada is a suburban community. Pedestrian traffic in
such communities is usually addressed with trail
systems, rather than a grid sidewalk system like in
Minneapolis and St. Paul. Pedersen felt that unless
there was overwhelming concern, a sidewalk improvement
would be a hard thing to go forward with.
Scalze pointed out that the Lakeshore/Old County Road
C/Jackson improvement has already been ordered.
Another public hearing would be necessary to consider a
sidewalk improvement and to determine if property
owners are willing to pay for it.
Pedersen asked who would be responsible for maintaining
a sidewalk.
Morelan felt that if property owners want a sidewalk
improvement, the City should give them one.
Pedersen felt there needed to be strong support for
such an improvement
Scalze suggested that this was a good question for the
community survey. The survey can ask if sidewalks are
26
