MINUTES <br />City Council <br />June 7, 1994 <br />The Administrator stated that he will be doing more research <br />on the matter. <br />Morelan felt that if utilizing an intern to perform code <br />enforcement, it would be imperative that the person had good <br />"PR" skills. The Administrator stated that with an intern <br />there could be some risk, but for the most part, they are <br />looking for a job like his and would want to do a good job. <br />Pedersen stated that the person would have to be able to <br />stand up to the residents. <br />Scalze felt that it would be simple to drive around <br />pinpointing problem spots in the City and sending out <br />letters. The Administrator stated that sendinq letters out <br />is not a problem, it is the residents' reactions and <br />enforcement that take time. The Administrator stated that <br />people will challenge the City possibly in Court which can <br />drag out the issue. Scalze stated that she did not have a <br />problem with an intern as long as it is a good one. <br />ADDITION OF The Administrator stated that a time study was put together <br />AN oFFICER on various cities' squads and the time they spent in other <br />cities. He stated that in looking at the study, it is <br />obvious that Little Canada is a big benefactor of calls <br />aided by other jurisdictions. <br />The Administrator stated that an additional officer to be <br />used during peak times will cost approximately $73,000 <br />annually. In the first year, it is proposed to have Little <br />Canada pay 1/3, Vadnais Heights 1/3, Shoreview 1/6, and <br />White Bear Township 1/6. In the second year, Little Canada <br />is proposed to pay 1/3, Vadnais xeights 1/6, Shoreview 1/6, <br />White Bear Township 1/6, and Arden Hills 1/6. He stated <br />that 1/3 is $24,000 based on a full year. <br />The Administrator asked if the Council would like him to <br />pursue opting out of the traffic car over this period. He <br />stated that Little Canada would still have the Smart Van. <br />LaValle felt the City should opt out since the traffic car <br />does not spend much time in Little Canada. The <br />Administrator indicated that he will try to negotiate this, <br />but it may be tough to convince the other contracting <br />jurisdictions. <br />The Administrator indicated that it would be hard to argue <br />against the costs for the new officer based on the results <br />of the time study. He asked if the Council wishes him to <br />pursue other options such as contracting with another city <br />for police services. The Administrator stated that he could <br />check just to make sure contracting with Ramsey County is <br />still a good deal. He cautioned that this possibility makes <br />the other contracting jurisdictions nervous. LaValle stated <br />-7- <br />
