MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Pedersen, Morelan. <br />Nays (0). resolution declared adopted. <br />RECESS At this point in the meeting, 8:15 P.M., Council took a <br />short recess. The meeting was reconvened at 8:30 P.M. <br />SIDEWALK The purpose of this portion of the meeting is to take <br />& TRAIL public input on a proposal to install a sidewalk <br />IMPROVEMENTS improvement along Old County Road C and Lakeshore <br />IN AREA OF Avenue, as well as a trail improvement along Jackson <br />LAKESHORE, Street from Demont Avenue to Australian Avenue, and <br />OLD COUNTY another trail from the end of Lake Str. to Savage Lake. <br />ROAD C, & <br />JACKSON Mayor Hanson asked for a show of hands from the general <br />STREET public present who were in favor of the sidewalk <br /> improvement. No one raised their hand. Hanson asked <br /> if anyone was in favor of the Jackson Street trail <br /> improvement. Approximately ten hands were raised. <br />Rocky Waite, Lakeshore Ave. resident, felt that Council <br />Member Morelan should abstain from voting on the <br />sidewalk and trail improvements proposed noting that he <br />is one of the property owners in the area. Waite did <br />not believe that Morelan should have any more voice in <br />the matter than the rest of the affected property <br />owners, and suggested that his votinq would be a <br />conflict of interest. <br />The City Attorney replied that he has not looked at the <br />issue of Morelan~s involvement in the matter, <br />therefore, could not comment on the conflict of <br />interest issue. If there is a conflict, it would be <br />acceptable for Morelan to participate in the <br />discussion, however, he should abstain from voting. <br />LaValle asked why Mr. Waite believed a conflict <br />existed. <br />Waite pointed out that the proposed Jackson Street <br />trail would run by Morelan's house. Should the Council <br />decide not to proceed with the trail, it may choose to <br />vacate the trail easement, and Morelan would then gain <br />some additional land. Waite felt that to keep the <br />matter fair and honest, there should be no discussion <br />from Morelan on the matter. Waite also pointed out <br />11 <br />
