MINUTES
CITY COUNCIL
JUNE 22, 1994
high cost to the citizens if both the sidewalks and
trail are improved. Greqor felt the main artery was
along Jackson/Old County Road C/Lakeshore Avenue, not
the Jackson Street trail easement. Gregor also felt if
there were curb and gutter installed as part of the
road reoonstruction, that curb and gutter would serve
as a barrier to a bike wishing to get up off the street
to avoid traffic.
Scalze asked if Gregor were speaking as a Park &
Recreation Commission member or as a private citizen.
Gregor replied that he is speaking as a concerned
citizen, who lived on the west end of Australian.
Gregor reported that he is looking at the entire trail
plan, and believed there were a lot of connections that
were not needed. Gregor felt that pedestrian and bike
traffic should be addressed through sidewalk
improvements or bike paths along roadways.
Ambrose Panek, Australian Avenue, questioned where a
trail along Jackson Street over to Australian would go.
Panek pointed out that Australian Avenue is a narrow
street, and questioned the feasibility of the trail
continuing down Australian to Lakeshore. Panek pointed
out that Bluwood is a much wider street. Panek stated
that he was opposed to the trail improvement extending
to Australian Avenue.
Michelle Frison, Rose Plaoe, stated that she was not in
favor of a trail that would cost a lot of money and
would be used by only a few people. Frison felt that
the Jackson Street trail went no where. Frison felt
that a bike path should be marked on Jackson Street/Old
County Road C/Lakeshore Avenue.
Waite felt a path to Savage Lake was a major mistake
for both the lake and the wildlife. Waite felt that
the area should be left natural, and that residents
around the lake did not want the general public
attracted to the area. With regard to the issue of
trails and safety, Waite stated that in the 20 years he
has lived at the corner of Old County Road C and
Lakeshore, he can only remember one accident in that
area. Waite stated that many of the residents along
these streets are living on fixed incomes, and stated
that assessments will place a big burden on these
people. Waite also felt that curb and gutter will act
21
