MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />Pratt apologized. <br />Hanson asked if there was anyone from the general <br />public present wishing to comment on this proposal. <br />Howard Remerowski, Twin Lake Trail resident, stated <br />that he would like to see some definite designation for <br />Outlot A. Remerowski felt that the plat presented this <br />evening was the best proposal the City would get for <br />the property. <br />Scalze agreed, but felt that there should be some <br />definition for the use of Outlot A. Scalze suggested <br />Outlot A be limited to private open space with no <br />public access and undisturbed utility and drainage <br />easement. Scalze felt the definition was important <br />initially until such time as the 14 single-family homes <br />are constructed and occupied and the homeowners' <br />association becomes active. Scalze stated that she did <br />not agree that Mr. Pardee should get an easement for <br />lake access across Little Canada property. <br />Morelan agreed with Scalze's comments, and felt the <br />specifics of Outlot A could be addressed at the time of <br />final plat. <br />The City Planner reported that as part of the final <br />platting process the City can designate Outlot A as a <br />utility and drainage easement. Any restrictions beyond <br />that should be addressed with covenants as part of the <br />preliminary plat. The Planner reported that an outlot <br />can only be used for its platted purpose. <br />LaValle asked if the homeowners' association could <br />decide to allow public access to the lake via the <br />outlot. <br />The Planner reported that the outlot would then have to <br />be replatted for this new purpose. Replatting would <br />require the full public hearing process. <br />Remerowski asked why the lot lines could not be <br />extended to incorporated Outlot A into the lots. <br />Pratt replied that the area is already covered with a <br />wetland designation and St. Paul Water Utility <br />easement. Again, the proposal is that the outlot be <br />used for the private enjoyment of the 14 single-family <br />27 <br />
