MINUTES <br />CITY COUNCIL <br />JUNE 22, 1994 <br />homeowners. <br />5calze pointed out that until the 14 lots are sold and <br />homes built, the homeowners' association will not exist <br />to govern the outlot. <br />Morelan pointed out that there are some lots included <br />in the plat without lake frontaqe. The outlot will <br />provide lake access for those lots. Morelan stated <br />that he did not necessarily agree that a property owner <br />in Vadnais Heights should be given lake frontage in <br />Little Canada. <br />Remerowski asked if the homeowners' association should <br />have the power to determine whether or not the three <br />lots in the plat without lake frontage should be <br />allowed that frontage via the outlot. Remerowski was <br />concerned that the people using the public park in <br />Vadnais Heights will automatically use the Outlot A <br />area as well. <br />Scalze pointed out that this is why she is recommending <br />that Outlot A be designated as having no public access. <br />Pratt stated that he was agreeable to such a <br />restriction. Pratt showed the Council a copy of the <br />plat for the Vadnais Heights property and how the <br />public park deletes the lake frontage for the Pardee <br />property. <br />Scalze suggested that the plat could be drawn a little <br />differently so that Mr. Pardee's lot would have lake <br />frontage. Scalze also stated that she was <br />uncomfortable with the term "easement" since it is her <br />understanding that an easement can be bought and sold. <br />Because of this Scalze did not support a lake access <br />easement for Mr. Pardee, especially since the property <br />is adjacent to a public park in Vadnais Heights. <br />LaValle asked why Vadnais Heights wants a 30 to 40 foot <br />strip of property going down to the lake past several <br />private lots. <br />Pratt replied that Vadnais Heights wants to provide a <br />walkway to the lake with a fishing pier on the lake. <br />Remerowski pointed out that this is the only lake in <br />Vadnais Heights that the City can actually get public <br />28 <br />
