MINUTES <br />CITY COUNCIL <br />J'[7LY 13, 1994 <br />possibility will be evaluated as part of the 1995 <br />budgeting process. <br />TOURNAMENT Soalze pointed out that Ms. Windish has withdrawn her <br />POLICY request for the use of Pioneer Park for a private fund- <br />raising tournament. <br />Morelan suggested that the Tournament Policy which has <br />been drafted by staff be referred to the Park and <br />Recreation Commission for their review and comment. <br />Scalze agreed and suggested that pending adoption of a <br />tournament policy, a moratorium be placed on non- <br />traditional tournament usage of the City's parks. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 94-7-205 -REFERRING THE PROPOSED <br />TOURNAMENT POLICY TO THE PARK & RECREATION COMMISSION <br />FOR THEIR REVIEW AND COMMENT, AND DECLARING A <br />MORATORIUM ON NON-TRADITIONAL TOURNAMENT USAGE OF THE <br />CITY'S PARKS PENDING ADOPTION OF A TOURNAMENT POLICY BY <br />THE CITY <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Hanson, Morelan, Pedersen. <br />Nays (O). Resolution declared adopted. <br />PIONEER PARK The Council reviewed the bids for trail improvements <br />AND WESTWIND in Pioneer Park and Westwind Park and th e Park <br />PARK TRAIL Consultant's recommendation that the low bid of Daily <br />BIDS and 5ons be awarded. Morelan noted that if the bids <br /> for each park were separated, Daily and Son would not <br /> be low for Westwind Park. <br />The City Administrator reported that he would check the <br />specifications to determine whether the two park <br />projects could be separated.
