MINUTES <br />CITY COUNCIL <br />JULY 13, 1994 <br />to wait for that type of development. Morelan did not <br />feel it realistic to allow this building with the <br />thought that it might be razed and the property <br />redeveloped in the future. <br />LaValle agreed that Little Canada was a very desirable <br />location, but did not expect a developer to come in and <br />make the type of soil corrections necessary on this <br />property and construct a masonry building. LaValle <br />stated that he did not want to hold up a long-time <br />business owner and taxpayer in the City. LaValle <br />agreed that the Stockness building was one of the <br />nicest in Ryan Industrial Park, and felt the new <br />building proposed would be one of the nicest in the I-P <br />District. LaValle pointed out the soils reports on the <br />property and felt the City must be realistic. LaValle <br />stated that he was on the Council when the property was <br />rezoned in 1988, and the Council was not aware of the <br />fact that it would take $150,000 in soil corrections to <br />develop this property to I-P standards. LaValle felt <br />that under those conditions, the property miqht never <br />be developed. <br />Stockness did not know what incentive there would be <br />for a major developer to construct a masonry building <br />next to the pole buildings in the area. Stockness felt <br />the building he was proposing would be a good <br />transition. Stockness pointed out that after the <br />property is divided, there would still be 3 1/2 acres <br />on South Owasso Blvd. remaining to be developed. <br />Stockness did not believe someone would want to <br />construct a two-story office building across from an <br />excavator. <br />LaValle stated that he is aware of the condition of <br />some of the properties in Ryan Industrial Park, and <br />stated that the City has been trying to work on this <br />issue. LaValle agreed that the Stockness proposal <br />would be a buffer between Ryan Industrial Park and I-P <br />development on South Owasso Blvd. <br />Stockness stated that the building he is proposing will <br />be different than the pole buildings that exist in the <br />Park. <br />The City Administrator pointed out that when the <br />Building Inspector left the City in March, he was <br />working on code enforcement issues in Ryan Industrial <br />8 <br />
