MIN[I'PES <br />CITY COUNCIL <br />JULY 13, 1994 <br />Park. The Administrator pointed out that the City has <br />been discussing the possibility of hiring an intern <br />during the summer months to address code enforcement <br />issues, review site plans, and work with property <br />owners to bring their properties into compliance. The <br />Administrator stated that he assumed over the course of <br />the next year the City would see something in the area. <br />However, it will be a major undertaking and there is a <br />lot to get organized. <br />DeLonais pointed out that the Planning Commission has <br />recommended that the Stockness building comply with the <br />50% masonry requirement should the City Enqineer <br />determine that soils are adequate to support such <br />construction. Hanson reviewed the Planning <br />Commission's recommendation in detail. <br />Morelan suggested that soils in a given area of the <br />site may support masonry construction. <br />5tockness pointed out that his first soils report <br />indicated that a full-depth cut was needed, and because <br />of this report the project was abandoned for a time. <br />Stockness indicated that he then had a backhoe come in <br />and do some test digs. The site was pretty well <br />covered, and Stockness was confident of the soil <br />conditions of the site. Stockness reported that the <br />soils will support an engineered steel building. <br />LaValle asked if Stockness would comply with the 50% <br />requirement if at the time of excavation it is found <br />that the soils will support this type of construction. <br />Stockness stated that he would consider it. But based <br />on the soil borings and test digs, he was sure this <br />would not be the result. <br />Morelan asked how much of a variance Stockness was <br />requesting. <br />The City Planner pointed out that Stockness is <br />proposing the 4 foot masonry wainscot around the <br />building which results in about 30 to 35 percent <br />masonry coverage. The Code requires a 50% coverage. <br />Pedersen suggested the wainscot be extended to half-way <br />up the building. <br />9 <br />
