MINUTES <br />CITY COUNCIL <br />AUGUST 10, 1994 <br />that NYFS is a non-profit agency committed to <br />supporting the developmental needs of youth and family <br />within their community environment. NYFS offers <br />counseling and support services to youth, families and <br />the community. NYFS provides educational services, <br />stimulates community understanding of the needs of <br />youth and families, and link youth and families with <br />senior citizens and other community resources. <br />Ciernia presented NYFS overall service totals for 1993 <br />as well as for Little Canada specifically. Services <br />provided include mental health counseling, young <br />fathers, community restitution, awareness seminars, <br />delinquency assessments, employment services, teen <br />health center, and youth service learning. <br />Ciernia reported that, where possible, fees are charged <br />for services. However, no one is turned down from <br />participating municipalities because of ability to pay. <br />A slidinq fee schedule is used. Ciernia reported that <br />NYFS's 1993 income was $890,000 of which 42% comes from <br />grants, 29% from counseling fees, 24% from donations, <br />4% from special events, and 1o from miscellaneous. <br />Ciernia reported that the participating municipalities <br />provide stable year-to-year funding for NYFS covering <br />about 20% of the total budget. This funding allows the <br />sliding fee program to work. Municipalities also <br />provide community leadership through the NYFS Board of <br />Directors. The 1994 contribution from the City of <br />Little Canada amounted to $9,477, and is proportional <br />to the City's population in relationship to other <br />participating cities. <br />Ciernia outlined the return to each City in that it is <br />felt NYFS has prevented hundreds of youth from <br />developing patterns of delinquency and dysfunction; has <br />made it possible for low and moderate income families <br />to work out issues related to abuse, chemical addiction <br />and other family problems; has helped senior citizens <br />find low-cost home chore services, while at the same <br />time employing youth who might not otherwise be <br />employed; and has helped mold area youth into leaders <br />with an appreciation for their community and a desire <br />to become active, responsive citizens. <br />Ciernia reported that NYFS is the family social service <br />provided for northwest Ramsey County. NYFS depends on <br />City contributions for about 20% of its budget. NYFS <br />3 <br />
