MINi7TES
CITY COUNCIL
AUGUST 10, 1994
represents a uniquely successful cooperative effort of
10 cities, 2 counties, and three school districts.
NYFS provides needed community services that could not
be provided individually by these units of government.
Ciernia reported that NYFS is currently located in New
Brighton. There are fund-raising efforts currently
underway to purchase the League of Minnesota Cities
building on Lexington Avenue for a new headquarters and
to establish a satellite office in New Brighton.
Sandy Martin, Chair, NYFS Facilities Committee,
reported that the committee has been assigned the task
of assisting with relocation of NYFS. It was decided
that rather than continue to lease facilities at
approximately $84,000 per year, this money was better
spent towards the purchase of a building. The
Committee considered that fact that a new location
should be in the geographic center of the area served,
extremely accessible, on public transportation lines,
should have the ability to be expanded, and provide the
opportunity to offer services which have not been
offered before. The Committee felt that the League of
Minnesota Cities building met this criteria. The
League is moving out of the building in the fall of
1995 which fits NYFS's schedule. NYFS plans on leasing
the third floor of the building to some type of social
services tenant, which will provide income as well as
additional services for clients. Building cost is $1.5
million. NYFS is currently conducting a capital fund
drive for $2.3 million which will cover the cost of the
building plus renovations. A Community Development
Block Grant in the amount of $160,000 has been received
as well as a$400,000 grant from the McKnight
Foundation. NYFS is at about $700,000 towards its
goal.
Martin reported that NYFS may be coming to Little
Canada asking for a resolution supporting an
application for an Intergovernmental Innovation &
Cooperation Grant. Martin also reported that NYFS is
holding a fund-raiser on September 14th. The fund-
raiser is a dinner cruise on the Josiah Snelling. Cost
is $35.00 per person, and Martin invited the Mayor and
Council to attend.
Martin also pointed out that NYFS currently does not
have representation on its Board from the Little Canada
4
