MINi7TES <br />CITY COUNCIL <br />AUGUST 24, 1994 <br />and described the facade of the building in detail. <br />Roland Benjamin, Abra representative, reported that at <br />the Planning Commission meeting hours of operation were <br />discussed as well as whether or not to allow overhead <br />doors to remain open. It was the consensus of the <br />Commission that Abra hours should be set at between 8 <br />A.M. and 6 P.M. and that overhead doors could be opened <br />a maximum of 24 inches to provide ventilation to the <br />shop area. <br />Pedersen asked how realistic the 24 inch requirement <br />was. Pedersen felt that it would be difficult to <br />comply with this requirement on a hot humid day. <br />Benjamin replied that if the City requires that <br />overhead doors be opened no more than 24 inches, Abra <br />would comply with that requirement. Abra would prefer, <br />however, to be able to open overhead doors during <br />business hours. Benjamin reported that none of the <br />other cities in which Abra is located have made a <br />similar requirement. <br />Morelan asked if the Abra building would be adjacent to <br />Hardees. <br />Klein replied that there would be a lot in between the <br />two sites. The Abra site is adjacent to the school <br />property. Klein also pointed out that the property is <br />heavily wooded in the back. <br />Morelan indicated that his main concern with the <br />proposal was whether or not there would be odors coming <br />from the paint booth. <br />Benjamin reported that there are EPA regulations on <br />emissions that body shops must comply with. Benjamin <br />described the paint mixing and application process, <br />pointing out that Abra has state-of-the-art equipment <br />which meets California emissions standards. <br />California's standards are the most restrictive. <br />Klein reported that in the past some body shops did a <br />lot of painting of small parts outside paint booths. <br />At Abra, all parts are painted within a booth. <br />Benjamin reported that when the Abra business was <br />started over 10 years ago, they wanted to take the auto <br />3 <br />
