MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 1994 <br />hoped to minimize this type of cost to Mr. Tima. <br />Scalze agreed that the cul-de-sac improvement would be <br />in the best interests of the City, however, she hated <br />to see Mr. Tima spend additional money on analyzing the <br />situation. <br />Hanson suggested that an informal neighborhood meeting <br />be held to discuss the issue. Hanson stated that it <br />appears that a standard-sized cul-de-sac could not be <br />improved without reducing the size of adjacent property <br />to substandard dimensions for a possible subdivision. <br />Scalze pointed out that there are other property owners <br />at the end of Australian which would be impacted by a <br />cul-de-sac improvement. <br />xanson felt there were similar situations in the City, <br />and suggested that the Administrator draft a policy <br />outlining how the City will treat these situations. <br />Hanson stated that he would like to know the feelings <br />of the neighborhood on this matter. <br />Scalze felt that Mr. Tima should be allowed to develop <br />his property, but not without the cul-de-sac <br />improvement. Scalze pointed out that it is in the best <br />interests o£ the residents on both Australian and <br />Bluwood Avenues to have adequate turn-around area for <br />emergency vehicles. Scalze agreed that a neighborhood <br />meeting should be held on this issue, and stated that <br />she did not want to see Mr. Tima incur any additional <br />expenses. <br />The Administrator agreed that Mr. Tima incurred <br />expenses in 1986, but not to the same extent as he <br />would have under today's system. The Administrator <br />suggested before a neighborhood meeting is held the <br />City Engineer put together some cul-de-sac design <br />options as well as cost estimates for the Council to <br />consider. The Administrator suggested the Engineer <br />also put together some cost estimates for the <br />construction of Jackson Street between Australian and <br />Bluwood as a comparison to the cul-de-sac option. <br />Hanson asked if the process could be accelerated so a <br />cul-de-sac improvement could be done at the same time <br />that the Lakeshore/Old County Road C/Jackson Street <br />improvement is done, thus saving some money. <br />5 <br />
