MINUTES <br />CITY COUNCIL <br />SEPTEP'IBER 14, 1994 <br />The City Administrator agreed that including the cul- <br />de-sac in the Lakeshore/Old County Road C/Jackson <br />street reconstruction project would be the ideal <br />situation, and the Administrator felt there was enough <br />time to do so. <br />Scalze pointed out that Bluwood and Australian are very <br />narrow streets, and did not feel a full cul-de-sac <br />width would be warranted. Scalze felt that the size <br />cul-de-sac would have to be designed to fit the area. <br />Pedersen asked how wide Australian Street is. <br />Berniece Magnuson reported that she measured the <br />pavement and it is 20 feet wide. <br />It was pointed out that under the City's reconstruction <br />policy, the street would be rebuilt to a 28 foot width. <br />The difficulties in constructing a 28-foot wide street <br />on a 40-foot right-of-way were also discussed. <br />The City Administrator suggested that it would take the <br />City Engineer two weeks to a month to put together some <br />options and cost estimates for review. The Council can <br />then review those options and establish a minimum <br />design that the City can live with. The Administrator <br />reported that he would try to identify similar <br />situations in the City, as well as put together a draft <br />policy for addressing these situations. The <br />Administrator also suggested that the Engineer put <br />together a cost estimate for the improvement of Jackson <br />Street between Australian and Bluwood. With all of <br />this information in hand, a neighborhood meeting will <br />be scheduled. <br />Hanson asked how the City would pay the cost incurred <br />for the City Engineer's time. <br />The City Administrator suggested should the study not <br />be a major one, the cost could be paid for from dollars <br />budgeted for miscellaneous engineering projects. The <br />Closed Bond Fund, MSA Account, or Street Overlay <br />Account are additional funding sources. <br />Hanson suggested that when the various cul-de-sac <br />options are available, a neighborhood meeting be called <br />so that the options can be explained to the residents. <br />6 <br />
