MINUTES <br />CITY COUNCIL <br />SEPTII~iBER 14, 1994 <br />The City Administrator pointed out that along <br />Australian Avenue there will be some right-of-way <br />issues to deal with as well. <br />Ann Judd, Mr. Tima's daughter, appeared before the <br />Council. Judd felt that a regulation-sized cul-de-sac <br />was not the answer, but rather something smaller. Judd <br />pointed out that if Mr. Tima has to pay alot of costs <br />for the cul-de-sac improvement, it will not be feasible <br />to divide the property. Judd also reported that Mr. <br />Tima's property is not the only property which will <br />benefit by such a cul-de-sac improvement. Judd also <br />pointed out the public safety benefits to having a <br />turn-around at the end of Australian. <br />Scalze pointed out that it is almost impossible to turn <br />around at the end of Australian without trespassing. <br />Judd reported that a few years ago Mr. Tima's cost for <br />improving a cul-de-sac would have been equal to the <br />cost of one lot. Judd did not believe Mr. Tima should <br />pay the entire cost of a project that would benefit <br />other property owners as well. <br />The City Administrator agreed that the size of the cul- <br />de-sac should be less than that which would be required <br />in a new development. The City Engineer will have to <br />look at the situation and determine what will work. <br />Morelan stated that as one of the property owners who <br />will be affected, he will abstain from voting on any <br />motion that comes before the Council on this issue. <br />Morelan felt that the Council should look at what the <br />City wants to do irrespective of whether or not Mr. <br />Tima wants to divide his property. <br />Hanson pointed out that there are other similar <br />situations in the City. <br />Pedersen suggested that the City make sure it has the <br />necessary right-of-way to construct the cul-de-sac to <br />regulation size at such time as road is reconstructed. <br />Pedersen felt it would be acceptable to have a smaller <br />than standard cul-de-sac in the interim, however. <br />LaValle did not think it would be feasible to install a <br />standard-sized cul-de-sac at the time the road is <br />reconstructed. <br />7 <br />
