MINUTES <br />CITY COUNCIL <br />SEPTENIBER 28, 1994 <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (5) LaValle, Morelan, Pedersen, Hanson, Scalze. <br />Nays (O). Resolution declared adopted. <br />LEEWARD WAY Tom Theis appeared before the Council requesting <br />DEVELOPMENT approval of an amendment to the development agreement <br />AGREEMENT for Leeward Way. Theis reported that while he did not <br />have a problem installing a turn-around at the end of <br />Leeward Way, the Public Works Superintendent has looked <br />at the situation and feels the turn-around would serve <br />no purpose since the turn-around proposed was smaller <br />than standard. The Superintendent felt that the turn- <br />around proposes may damage public works vehicles and <br />equipment when attempting to turn around at the end of <br />the street. <br />Theis reported that he spoke with the adjaoent property <br />owners and they have no objection to some snow being <br />pushed onto their property from the end of Leeward Way, <br />provided that all the snow from the street is not <br />pushed to the end of the cul-de-sac. <br />Theis anticipated little traffic on Leeward Way, since <br />it is a dead-end street, therefore, felt it feasible to <br />just end the street without a turn-around. <br />Morelan pointed out that there is no road easement to <br />the south, therefore, that property might never develop <br />making Leeward Way, as Theis will develop it, a <br />permanent situation. Morelan asked if there was room <br />for a full-sized cul-de-sac. <br />Theis reported that the lots at the end of Leeward Way <br />are 117 and 118 feet deep. A full-sized cul-de-sac <br />would take up the entire front yards of these lots. <br />The turn-around would serve a total of five houses. <br />Morelan felt that, at a minimum, the City should obtain <br />the dedicated right-of-way for the full-sized cul-de- <br />sac in the event that Leeward Way is never extended. <br />Aanson pointed out that there is five acres of <br />undeveloped property to the south which will eventually <br />develop. <br />Theis agreed, but felt it would be some time before <br />that property is developed. Theis stated that with the <br />easement for a full-sized cul-de-sac, no one will buy <br />22 <br />
