MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 1994 <br />meeting but was delayed until tonight's meeting for <br />notice reasons. <br />Mr. LaValle introduced the following ordinance and <br />moved its adoption: <br />ORDINANCE N0. 388 - AN ORDINANCE ESTABLISHING A <br />MORATORIUM IN B-3 DISTRICTS <br />The foregoing ordinance was duly seconded by Scalze. <br />Ayes (5) LaValle, Scalze, Hanson, Pedersen, Morelan. <br />Nays (0). Ordinance declared adopted. <br />BARBED WIRE The City Administrator reviewed his memo dated <br />FENCE ISSUES October 7, 1994 which outlines the issues raised by the <br />Council at its last meeting regarding barbed wire <br />fencing adjacent to residential properties. The <br />Administrator noted that the City's fencing around the <br />water tower is a lawfully existing non-conforming use. <br />However, the Public Works Superintendent has indicated <br />that the barbed wire could be removed from the fence <br />without a major impact. Therefore, if the Council <br />feels it appropriate to have this barbed wire removed, <br />it can be done. <br />The Administrator reported that staff has not completed <br />its inventory of commercial/industrial barbed wire <br />fencing abutting residential property, and should have <br />this information available for the next Council <br />meeting. <br />The Administrator asked if the Council had any <br />additional issues to be addressed in this matter other <br />than those outlined in his memo. <br />LaValle asked if a screening fence must have slats on <br />the side of the enclosure facing the industrial or <br />commercial property. <br />Morelan pointed out that the ordinance says that <br />screening must be provided from the right-of-way as <br />well as adjacent properties. <br />LaValle pointed out that if there are slats in the <br />chain-link fencing screening view from the public <br />right-of-way, there is no way for the Sheriff driving <br />14 <br />
